Below is UNESCO's draft Guidance on Fair Compensation for News (June 2026), a companion to its 2023 Guidelines for the Governance of Digital Platforms.
The document looks at how journalism can receive a fairer share of the value it creates when digital platforms and AI companies use it. It maps the main approaches being tried around the world, including bargaining codes (Australia, Canada), competition law (South Africa, EU), public and platform-funded journalism funds, and copyright licensing, including for AI training. It then sets out nine guiding principles and describes what governments, platforms and AI companies, media, civil society and international bodies should each do.
